EXECUTIVE SUMMARY
Florida LambdaRail (FLR) provides a highly reliable, cost-effective, ultra-high speed, inter- connected, and secure broadband service delivery network that enables Florida’s higher education institutions and partners to collaborate, connect, utilize and develop new innovative broadband applications and services in support of their scientific research, education, and 21st century economy initiatives.
FLR and its counterparts come together as part of a network of networks including other Regional Optical Network (RONs), Energy Sciences Net and Internet2 network infrastructures that fit into an integrated Global Lambda Integrated Facility (GLIF) – Global Research & Education Network (GREN).
The Five-Year Strategic Plan issued by the FLR Board of Directors, strategically positions FLR to achieve its mission and realize its vision statement and also establishes nine (9) closely interrelated key focus areas - four (4) externally focused; and five (5) internally focused to enable FLR to fulfill its mission and realize its vision for the FY 2020 timeframe. Those key focus areas include:

• INNOVATIVE PARTNERSHIPS & STRATEGIC ALLIANCES.
• BUSINESS SUSTAINMENT & GROWTH.
• BROADBAND & NETWORK SERVICES DELIVERY.
KEY INTERNAL FOCUS AREAS W/Supporting Operational plans (OPLANS).
• INFRASTRUCTURE & OPERATIONS PLAN (self-sustaining, includes equipment replacement
plan longer than 3 years, staffing projections, and also services).
• BUSINESS OPERATION PLAN. (FY 2013-2018 Business Plan – “Business Confidential”)
• FINANCIAL OPERATIONS PLAN. (FY2013-2018 Five year Master Financial Workbook –
“Business Confidential”)
• RESEARCH OPERATIONS PLAN.
• COMMUNICATION PLAN.
EXPECTED OUTCOMES, ACTION PLANS, AND PRIMARY PERFORMANCE INDICATORS Following each of the key focus areas is an expected outcome; action plans or steps to achieve that outcome; and also, primary performance indicators (PPI’s) to help the FLR Board of Directors and Corporate Staff measure and assess key focus area accomplishment.
